Arizona TV Station Update - January 2017

New licenses

  • K20FO Sierra Vista (KVOA Communications LLC) has requested a license to cover its correction of transmitter location and power. Technical specifications: Ch 20; TL 31° 28' 54" N, 109° 57' 33" W; ERP 42 kW directional; HAAT 641 m.
  • KMCC 34.x (32) Lauglin NV (Cranston Acquisition LLC) has amended its application to cover its Distributed Transmission System (DTS) license to delete the antenna structure registration and correct technical specifications of its Henderson site. Technical specifications: Ch 32; TL 35° 56' 46" N, 115° 2' 35" W; ERP 5 kW directional; HAAT 538 m.

Programming changes

  • KAET 8.x Phoenix (Arizona Board of Regents for ASU) and its translators have launched PBS Kids programming on channel 8.4, as scheduled.
  • KTVP-LD 22.x Phoenix (Mako Communications LLC) replaced the black screen on channel 22.7 with Revenue Frontiers direct response TV (infomercials). On channel 22.5, AlmaVision went missing for a time, but has since returned.
  • K18JL-D 25.x Phoenix (Mako Communications LLC) replaced color bars on channel 25.3 with Revenue Frontiers direct response TV.
  • KMCC 34.x (32) Lauglin (Cranston Acquisition LLC) is now broadcasting Luken diginets Action TV on channel 34.1 and Heartland on channels 34.2 and 34.3, as per their new agreement with Luken Communications. At least that is what is airing in Las Vegas. Although the station is supposed to be using a two-site DTS, meaning that sites are broadcasting the same thing, that has not always been the case.
  • KHMP-LD 18.x Las Vegas (DNV Spectrum Holdings LLC) has replaced Tuff TV on channel 18.2, first with KBS World video with no audio, then with audio from France 24, and finally color bars with France 24 audio. France 24 video briefly appeared on channel 18.3, while still airing music from Old School 87.7 as its audio program. Normal video has returned that goes with the Old School 87.7 music on channel 18.3.
  • KEGS-LD 30.x (24) Las Vegas (Mako Communications LLC) has placed Majestad TV on channel 30.1. Channel 30.4 is currently silent; it would usually be HSN2. AlmaVision went missing from channel 30.5 for a time, but has since returned. Channel 30.6 now airs a mix of programming from NRB (National Religious Broadcasters), ACTV (Asian Cultural TV) and VAsian Productions.
  • KSLV-LD 50.x Las Vegas (Biltmore Broadcasting Las Vegas Inc.) is currently silent.

Transactions

  • K30GL Many Farms (Lin of Colorado LLC) has been transferred from Media General to Nexstar, following FCC approval of the merger between the parent companies. The merger has been comsummated.
  • K39FY Zuni NM (Lin of New Mexico LLC) has been transferred from Media General to Nexstar, following FCC approval of the merger between the parent companies. The merger has been comsummated.

Construction permits and STAs granted

  • K20FO Sierra Vista (KVOA Communications LLC) has been granted a construction permit from the FCC to correct its transmitter location and power. The station was licensed from a peak in the Mule Mountains at 49.4 kW ERP; the actual location was an adjacent peak about 1/3 mile to the southwest with an effective radiated power level of 42 kW. Technical specifications: Ch 20; TL 31° 28' 54" N, 109° 57' 33" W; ERP 42 kW directional; HAAT 641 m.
  • Fan Vision Entertainment LLC has requested and been granted Special Temporary Authority to operate a low power TV station from February 23 - 26 on RF channel 44 from Wildhorse Pass Motorsports Park (formerly Firebird Int'l Raceway) during the NHRA Arizona Drag Racing Nationals. The station has been assigned temporary call sign K44ST-D and will be licensed to Chandler. Technical specifications: Ch 44; TL 33° 16' 10" N, 111° 58' 14" W; ERP 0.075 kW non-directional; HAAT unknown.
  • K43OT-D 5.x Zuni Pueblo NM (The Regents of Univ of NM and the Board of Education of Albuquerque NM) has been granted Special Temporary Authority to broadcast as a translator of KNME-TV. The FCC has proposed that the station be granted a construction permit; no petitions to deny were filed within the given 30-day period.

Applications and STAs requested

  • KMCC 34.x (32) Lauglin NV (Cranston Acquisition LLC) has requested Special Temporary Authority to operate both of its DTS sites at reduced power. Site 2 at Henderson NV is requested to operate at 50% power while the station orders a replacement component for its transmitter, which is estimated to require 8 - 14 weeks. Site 1 at Dolan Springs is requested to operate at 25% power because Cranston Acquisition lacks the financial wherewithal to operate at full power.

License renewals

  • KMCC 34.x (32) Lauglin NV (Cranston Acquisition LLC) has amended its 2014 renewal application to reflect disclosures of failure to file required reports during the previous license period.

Dismissed, Canceled, Expired and Expiring

  • The license renewal for KJPO-LD 49.x Parker (Iglesia Manmin Toda la Creacion USA Inc.), filed by Hispanic Christian Community Network (HCCN), has been dismissed in favor of a new license renewal application filed by Iglesia Manmin. The FCC intends to investigate why HCCN filed the renewal after allegedly transferring the station to Iglesia Manmin, then tried to transfer the station to a third party.
  • The license renewal for KRPO-LD 21.x Quartzsite (Jenifer Juarez), filed by HCCN, has been dismissed in favor of a new license renewal application filed by Jenifer Juarez. The FCC intends to investigate why HCCN filed the renewal after allegedly transferring the station to Juarez, then tried to transfer the station to a third party.
  • The license renewal for KZVE-LP 30 Littlefield (Hispanic Christian Community Network, Inc.) has been dismissed following the cancelation of the license for the station.
  • The application to transfer the license of KZVE-LP 30 Littlefield (Hispanic Christian Community Network, Inc.) to Iglesia Pentecosal Visperia del Fin has been dismissed following the dismissal of the station's license.
  • The displacement application to move KYPO-LD 27.x Tacna (Hispanic Christian Community Network, Inc.) to channel 5 was dismissed by the FCC due to lack of showing of interference that would have necessitated displacement.

Las Vegas, NV: KEGS 30.4 HSN2 returned to the air after a brief period of being missing. KPVT 2.3 YouToo continues to have a display problem that resembles venetian blinds. KLSV-50 returned their 4 subs to the air, also after a brief hiatus. KMCC 34.2 and 34.3 Heartland is displayed in a small format. Manual adjustment helps some. The KMCC PSIP clock is running some 12 hours behind, thus doesn't display the correct program information. KBLR-39 has been minus program info for some time through their PSIP.

KPHE (44) Phoenix, AZ has been running the Family Channel (a RFD-TV network) on 44.5 for months now, with no audio, which is a shame. I emailed RFD, and still no change. Will try emailing KPHE.

My mistake, FamilyNet is RFD-TV, Family Channel is a Luken network.

Over the weekend, Las Vegas KHMP moved France24 to their 18.1, It operates in 480i 16x9. The elctronic program guide that had occupied 18.1 moved to 18.2 and became 480i 4x3. This is the first time that France 24 in Vegas had a united audio and video. It had previously aired with the audio under the video feed of KBS World. KBS World has now been kicked to the gutter.

KAET 8.4 (PBS Kids) was displaying an incorrect aspect ratio that the station was unaware of. I emailed the station engineer and they have since fixed the aspect ratio on 8.4.

Las Vegas viewers will soon see a couple of new diginets grace their OTA screens. Sinclair's Charge! will be placed on full power KSNV 3.3, which will replace GET TV. The Sinclair TBD (it's to be determined if I like that that network name) is being placed on KVCW 33.4. TBD should be operational by end of February, while Charge! could arrive a little later. It is not known if GET TV will affiliate with another Vegas station. These changes will affect a few Arizona viewers.

Charge! and TBD arrived in Vegas today. KSNV 3.3 will be home for Charge!, which replaced GET TV. GET TV was not be be found elsewhere on the OTA Vegas dial. Sinclairs' TBD is berthed on KVCW 33.3, not on 33.4 as was first thought. This moves THIS to KVCW 33.4.
